Since 2001, URS has managed the Federal Energy Regulatory Commission (FERC) relicensing of the Niagara Power Project, located on the Niagara River in western New York State. The project, the largest state-owned hydroelectric facility in the nation, is unique in that it must be operated around an international tourist destination, Niagara Falls. The present operating license of the plant expires in late 2007.

As part of the relicensing process, background information related to the ecological, engineering, recreational, cultural and socioeconomic aspects of the project needed to be gathered. In carrying out these studies, URS managed more than 15 subcontractors, all operating on separate schedules. The $24 million project involved more than 100 stakeholders, among which are three Indian nations.
