Just one week after the World Trade Center (WTC) attack, URS was retained as part of a joint venture with Dewberry & Davis by the U.S. Federal Emergency Management Agency (FEMA). The work was performed under an existing Technical Assistance Contract to provide assistance with response and recovery efforts.
Deploying our program management expertise, URS held key positions within FEMA’s disaster recovery operation. We expedited the public assistance program for distributing federal funds to state and local government agencies. Initially, the focus was on debris removal and management and restoring lost equipment to the police, fire and emergency rescue departments. Funds were later used for the broader purpose of restoring damaged buildings and rebuilding the ground-zero site.
URS also lent environmental support to FEMA. Supporting FEMA in interfacing with the U.S. Environmental Agency (EPA), we helped set up wash stations for some 5,000 recovery workers and vehicles at access checkpoints. We also monitored the debris removal and disposal activities at the WTC site. In addition, transportation specialists from URS worked alongside local transportation agencies to develop a cohesive plan for restoring commuter travel to downtown Manhattan.
