In support of the Department of State, URS provided program management and technical support for the nation’s first weapons of mass destruction (WMD) exercises conducted in Seattle, Washington, and Chicago, Illinois. The 5-day, full-scale simulation, known as TOPOFF 2 (TOP Officials exercise), tested how the country would respond to a WMD attack. The U.S. Department of Homeland Security and U.S. Department of State undertook the exercises in cooperation with other federal, state and local government agencies, and in cooperation with Canadian government officials.
In Seattle, a “mock” dirty bomb exploded, dispersing radioactive debris. In Chicago, events simulated the covert release of a biological agent. URS assisted in the scenario development by providing international coordination, on-the-ground support and production of exercise materials. Our work included directing a joint staff of contractors, monitoring project performance and costs for all contractors. We also represented the Department of State in negotiations with other TOPOFF 2 participants, took part in all exercise design and execution activities and developed a guide for future State Department exercises.
