URS is preparing an Enhanced Use Leasing (EUL) Economic and Cost Benefit Study for the proposed EUL Program at the U.S. Army’s Aberdeen Proving Ground (APG) in Maryland. We are assisting the U.S. Army Corps of Engineers in evaluating the feasibility of developing/redeveloping sites on the installation and determining their economic value and viability.
As part of the Department of Defense’s Base Realignment and Closure activities, the EUL program seeks to maximize the return on underutilized land and facilities to help offset growing infrastructure operation and maintenance costs. URS also evaluated the economic impact of potential environmental site constraints such as unexploded ordnance and hazardous materials.
URS helped to evaluate proposed concept/development plans and develop process protocols and implementation strategies in preparation of a finance plan framework to be used as an EUL planning tool for the APG.
