Under a 20-year contract with The Red River Redevelopment Authority (RRRA) in Texas, URS provided operations and maintenance services for all water treatment/distribution and wastewater treatment/collection facilities at the Red River Army Depot, one of the largest defense depots in the U.S., and the Red River Commerce Park, owned by RRRA. URS worked jointly with the U.S. Army and the RRRA in a program to privatize the utilities after Depot realignment under the Base Realignment and Closure Commission.
URS on-site managers, operators and mechanics provided technical and administrative support for the operation and maintenance of a 3-million-gallons-per-day (mgd) drinking water treatment plant, a 3 mgd municipal wastewater treatment plant and a 1.5 mgd industrial wastewater treatment facility and all distribution and collection piping and appurtenances; as well as capital improvement implementation over the life of the contract. Services concluded in 2009.
