URS worked jointly with the U.S. Army and the RRRA in a program to privatize the utilities after Depot realignment under the Base Realignment and Closure Commission.
URS on-site managers, operators and mechanics provided technical and administrative support for the operation and maintenance of a 3-million-gallons-per-day (mgd) drinking water treatment plant, a 3 mgd municipal wastewater treatment plant and a 1.5 mgd industrial wastewater treatment facility and all distribution and collection piping and appurtenances; as well as capital improvement implementation over the life of the contract. Services concluded in 2009.
