URS assisted the Barona Band of Mission Indians in completing the new $260 million Barona Valley Ranch Resort and Casino in Lakeside, California, ahead of schedule and below budget. The project involved program management for a 350,000-square-foot casino, 400-room hotel, 1,500-car parking garage, golf course and other amenities. URS was first called into the project just before the midpoint of construction because the project was over budget and behind schedule.
The first task was to provide a complete project audit, which resulted in URS staffing key management roles and providing estimating and cost control services. URS convinced the contractor to make management changes, negotiated an acceleration change order, and expedited critical management processes. The result enabled the project to recoup lost time and open before the peak holiday season. URS was also able to deliver the project significantly below budget estimates despite the issuance of a number of change orders.
