URS assisted New York State Electric and Gas (NYSEG) in the preparation of an application to the New York State Public Service Commission (PUC) for certification for the Ithaca Transmission Project—a partially new and partially rebuilt electric transmission line. The line upgrades will eliminate the isolated conditions that hamper reliability of the electric system in the Ithaca area. URS is now managing the engineering, procurement, and construction for the project.
URS conducted environmental assessments including studies for wetlands and natural and cultural resources required as part of the required environmental, public health and safety impact review.
URS completed the work on an aggressive two month schedule in order to meet the PUC -imposed schedule. In addition to the Article VII filing, URS developed an Environmental Management and Construction Plan that was submitted concurrently to the PUC.
The project consists of approximately 15 miles of new 115 kV electric transmission line, and rebuilding of 14.8 miles of existing 115 kV line. Also included are modifications to the Etna substation for connection to the new 115 kV line, and construction of a new Lapeer 345 /115 kV substation, and a connection to NYSEG’s 345 kV Oakdale to Lapeer transmission line. URS is providing design, procurement services and construction management, and the environmental management and construction plan. The new line is expected to start service in 2010.
